BARTOW | The Florida School Boards Association was selected Tuesday to help the Polk County School Board find its next superintendent.
There were reservations, however, from some School Board members.
Hunt Berryman and Lori Cunningham expressed concerns about the Tallahassee-based nonprofit organization's ability to attract national candidates.
Cunningham said she doesn't want FSBA to give them a top five list with only one national candidate.
McPherson & Jacobson of Nebraska and Ray and Associates Inc. of Iowa also submitted bids. Estimated fees for the FSBA are $15,000; McPherson bid $34,900 and Ray and Associates bid $50,000. Ray and Associates Inc. helped the state Board of Education in its search for a new education commissioner. Tony Bennett was named last week to the position.
The School Board will use money in the district's contingency fund to pay for the service.
FSBA Executive Director Wayne Blanton said his organization is currently in the middle of a superintendent search for Manatee County. He outlined the services his organization would provide, including personally interviewing the top candidates to properly vet them.
"Paying the most doesn't guarantee you the best job," he told board members. "We're a professional organization that services all school boards in Florida."
Blanton said he already has four or five candidates who have expressed interest in Polk and there are a lot of deputy superintendents in Florida who are ready to be superintendents.
"A successful process is going to take six months," Blanton said. "If the board decides shorter or longer, we can do that."
However, the first step would be to advertise the position and make the application available online, Blanton said. Because of Florida public records laws, most candidates will wait until the last minute to submit their applications, he said.
Before choosing the FSBA, School Board members weighed the pros and cons of the three search firms.
Berryman said he was impressed with how Ray & Associates had 50 candidates in its profile list for superintendent searches.
"They have got the connections to bring the top candidates to us," Berryman said.
School Board member Debra Wright said she wanted to stay away from Ray because of the controversy surrounding the selection of Bennett.
Bennett had recently lost his re-election bid in Indi-ana.
Board Chairwoman Hazel Sellers said she checked the references of McPherson and Ray & Associates and didn't get good feedback.
"Many districts were pleased with FSBA. FSBA is stronger for me because I've gotten stronger recommendations," Sellers said.
After the selection of the search firm, board members agreed not to rush the process.
"I think every time we take off in a hurry, it comes back to bite us," said board member Dick Mullenax. "We've got several issues to resolve before we have a new super-intendent."
Sellers said interim Superintendent John Stewart indicated he would stay through December 2013 to give the board more time.
School Board members will take action on a contract with the FSBA sometime in January.
Berryman recommended the board meet with Blanton to discuss the terms of the search before the approval of the contract.
"This is the most important decision we will make and we've got to make sure we have the best firm that will make the right connections and will find the best candidate," he said.

In the recent wake of Instagram's policy changes, many iPhone and iPad users are left with the decision of keeping their accounts or deleting them and migrating to something else. As long as you do so before January 16th, Instagram can't use or sell any of your information.
If you decide you want to delete your Instagram profile, you'll probably want all of your photos in a safe place before doing so. Not sure how to do that? Follow along and we'll walk you through saving all your Instagram photos and finally, deleting your account.
For this, we are using a service called Instaport. You may, of course, utilize one of the other services available that do the same kind of thing. We've just had good experiences with Instaport in the past.
Instaport has plans to allow you to automatically upload to services such as Facebook, Flickr, and RSS but that service isn't available just yet. At least for now, you've got all your Instagram images ready to go for upload or just for safe-keeping.
Instagram allows you to quickly delete your account but be advised that your photos and all your content will be gone and will not be accessible anymore. So make sure you've backed up anything you need to before continuing on. You also won't be able to use the same username if you ever decide you'd like to sign up for Instagram again in the future.

Of course, to complain about "SP12" (ever unfashionable, even though the Beeb likes to convince itself it's on the street) is almost like an act of treason.
Yet, the truth is, appearance by the Duchess of Cambridge or no, it's a big ponderous bore-athon. (And should Kate have gone? While it's in no way her fault that a nurse at the hospital where she was treated committed suicide, the fact remains a chain of events began with her admission. With the heartbroken family of Jacinta Saldanha talking so movingly of their grief over the weekend, wouldn't it have been sensitive to give the show a miss?)
As it was, we had two and a half hours stuck with hundreds of whooping sportstars who knew their cues like grizzled old pros. Like some kind of cast-adrift X Factor Xtra audience they gave standing ovations like they were going out of fashion, laughed like lunatics at the unfunniest funny and looked serious at the serious bits.
I don't know what it is about Sports Personality of the Year but it always has a desperate fag-end of the year feeling about it. Vaguely sad and depressing.
Worst of all, though, is the way the Beeb relentlessly bleats on about it. Even before the Olympics were over, they were at it, each gold medal secured for the UK merely a hook to start plugging SP12 and wondering who would win it. On and on it went. How many women would be on the shortlist? How many Paralympians?
Sport is supposed to be about the drama of the unexpected. SP12 ground on for hours and, no harm to Bradley, but the outcome was as predictable and painful as a visit to the dentist.
Thrilled as he was to add SP12 to his trophy haul, how does it really compare with winning the Tour de France or Olympic gold?

ScienceDaily (Dec. 7, 2012) ? According to a new study from the Slone Epidemiology Center (SEC) at Boston University, African-American women who reported suffering abuse before age 11 had a greater likelihood of adult-onset asthma compared to women whose childhood and adolescence were free of abuse.
The study, which is published online in the Journal of Allergy and Clinical Immunology, was led by Patricia Coogan, DSc, senior epidemiologist at SEC and associate professor of epidemiology at the Boston University School of Public Health.
This study followed 28,456 African-American women, all of whom are participants in the Black Women's Health Study, between 1995-2011. They completed health questionnaires and provided information on physical and sexual abuse during childhood up to age 11 and adolescence, ages 12-18.
The results indicate that the incidence of adult-onset asthma was increased by more than 20 percent among women who had been abused during childhood. The evidence was stronger for physical abuse than for sexual abuse. There was little indication, however, that abuse during adolescence was associated with the risk of adult-onset asthma.
"This is the first prospective study to show an association between childhood abuse and adult-onset asthma," said Coogan. "The results suggest that chronic stress contributes to asthma onset, even years later." The hypothesized mechanism linking childhood abuse to asthma incidence is stress and its physiological consequences, particularly effects on the immune system and on airway development.
According to 2010 statistics from the United States Department of Health and Human Service's (HHS) National Child Abuse and Neglect Data System, approximately 695,000 children aged 0-17 were identified as neglected or abused by state Child Protective Service agencies, and 22 percent of neglected or abused children were African-American. National statistics show that asthma is more prevalent in African-Americans.
"Given the high prevalence of asthma and of childhood abuse in the United States, the association is of significant public health importance," Coogan added.
The Black Women's Health Study (BWHS) is the largest follow-up study of the health of African American women in the United States. Led by researchers at the Slone Epidemiology Center, the BWHS has followed 59,000 African-American women through biennial questionnaires since 1995 and has led to a better understanding of numerous health conditions that disproportionately affect African-American women.

SEOUL, South Korea - North Korea may postpone the controversial launch of a long-range rocket that had been slated for liftoff as early as this week, state media said Sunday, as international pressure on Pyongyang to cancel the provocative move intensified.
Scientists have been pushing forward with final preparations for the launch from a west coast site, slated to take place as early as Monday, but are considering "readjusting" the timing, an unidentified spokesman for the Korean Committee for Space Technology told North Korea's state-run Korean Central News Agency.
It was unclear whether diplomatic intervention or technical glitches were behind the delay. A brief KCNA dispatch said scientists and technicians were discussing whether to set new launch dates but did not elaborate.
Word of a possible delay comes just days after satellite photos indicated that snow may have slowed launch preparations, and as officials in Washington, Seoul, Tokyo, Moscow and elsewhere urged North Korea to cancel a liftoff widely seen as a violation of bans against missile activity.
Commercial satellite imagery taken by GeoEye on Dec. 4 and shared Friday with The Associated Press by the 38 North and North Korea Tech websites showed the Sohae site northwest of Pyongyang covered with snow. The road from the main assembly building to the launch pad showed no fresh tracks, indicating that the snowfall may have stalled the preparations.
However, analysts believed rocket preparations would have been completed on time for liftoff as early as Monday.
North Korea announced earlier this month that it would launch a three-stage rocket mounted with a satellite from its Sohae station southeast of Sinuiju sometime between Dec. 10 and Dec. 22. Pyongyang calls it a peaceful bid to send an observational satellite into space, its second attempt this year.
The launch announcement captured global headlines because of its timing: South Korea and Japan hold key elections this month, President Barack Obama begins his second term next month and China has just formed a new leadership. North Koreans also have begun a mourning period for late leader Kim Jong Il, who died on Dec. 17, 2011.
Last week, U.S. Secretary of State Hillary Rodham Clinton said Washington was "deeply concerned" about the launch, and urged foreign ministers from NATO and Russia to demand that Pyongyang cancel its plans.
U.S. and others said the launch would violate U.N. Security Council resolutions banning North Korea from nuclear and missile activity because the rocket shares the same technology used for firing a long-range missile.
North Korea has unveiled missiles designed to target U.S. soil and has tested two atomic bombs in recent years, but has not shown yet that it has mastered the technology for mounting a nuclear warhead to a long-range missile. Six-nation negotiations to offer North Korea much-needed aid in exchange for nuclear disarmament have been stalled since 2009.
China, the North's main ally and aid provider, noted its "concern" after North Korea declared its plans. It acknowledged North Korea's right to develop its space program but said that had to be harmonized with restrictions including those set by the U.N. Security Council.
In Seoul, officials at the Defence Ministry, Joint Chiefs of Staff and the Foreign Ministry said Sunday they couldn't immediately find what might be behind the possible delay.
North Korea may hold off if Washington actively engages Pyongyang in dialogue and promises to ship stalled food assistance to the country, said Koh Yu-hwan, a professor of North Korean studies at Seoul's Dongguk University.
In February, the U.S. agreed to provide 240,000 metric tons of food aid to North Korea in exchange for a freeze in nuclear and missile activities. The deal collapsed after North Korea attempted to launch a long-range rocket in April. That rocket broke up seconds after liftoff.
Analyst Baek Seung-joo of the South Korean state-run Korea Institute for Defence Analyses in Seoul said China must have sent a "very strong" message calling for the North to cancel the launch plans.
"North Korea won't say it would delay the launch due to foreign pressure so that's why they say scientists and technicians are considering delaying it," he said.
